Specialised Monitoring Equipment
for Client, Government and High-Risk Sites
For construction sites, confined spaces, public works and high-risk locations, we provide mobile monitoring, body-worn cameras, 360° AI machine surveillance, lifting-zone alerts, corrosion-resistant cameras and thermal imaging solutions.
In response to the Hong Kong Labour Department, Development Bureau and related site safety requirements, we supply specialised monitoring equipment for specific sites and government projects. These are not ordinary fixed CCTV systems, but smart site safety solutions configured according to regulations, work processes and site conditions.
Our 4S Smart Site Safety System covers: mobile / portable IPCAMs, body-worn cameras, 360° AI vision monitoring for mobile plant, tower crane / lifting zone monitoring, SS316(L) corrosion-resistant CCTV for confined spaces, thermal imaging CCTV, and AI mobile intelligent monitoring systems.
Solutions can combine hardware, software platforms, mobile apps, cloud recording and clip storage as required by the project. They support solar power, portable batteries or site power supply, and are suitable for short-term inspections, long-term deployment and outdoor sites without fixed power.
Our Specialised Equipment and Solutions
Aligned with 4S, confined space codes and public works site safety management requirements
Mobile / Portable IPCAM
Designed in line with the revised Code of Practice for Safety and Health at Work in Confined Spaces, which took effect on 30 November 2024, and the Smart Site Safety System (4S) promoted by the Development Bureau and CIC. Solutions include hardware, software platforms, mobile apps, cloud recording and clip storage. In addition to built-in batteries, equipment can be configured with solar power, portable batteries and site power systems for extended operation. Suitable for confined space work, temporary site monitoring and loc ations requiring rapid deployment.
Body-Worn Camera
From June 2026, the Development Bureau requires frontline resident site staff (RSS) and contractors’ frontline supervisory staff on all new public works contracts to wear body-worn video cameras (BWVC) during site inspections, to improve site safety management, quality control and progress monitoring. We provide body-worn camera solutions that meet public works requirements, helping to record inspection processes, reconstruct site conditions and retain records for subsequent review and evidence.
360° AI Vision Monitoring for Mobile Plant
An advanced AI monitoring system designed for mobile plant on construction sites, including excavators, crawler cranes and mobile cranes. The system uses four high-definition cameras to provide 360-degree coverage and can detect personnel entering danger zones in real time. When a potential hazard is identified, the AI processes the footage and alerts the operator, while also triggering external alarms including flashing red warning lights and audible-visual alerts, helping to reduce blind-spot risks during machine operations.
Tower Crane / Lifting Zone Monitoring System
An intelligent monitoring solution designed for the safe operation of tower cranes and lifting equipment. High-definition cameras combined with AI video analytics continuously monitor lifting zones, automatically identifying risks such as personnel entering the lifting area or not wearing safety equipment, and triggering immediate alerts. The system can automatically save critical video clips before and after an event (for example, 19 seconds before and after), facilitating post-incident investigation and safety management. Suitable for tower crane operating areas, material lifting zones and high-risk overlapping work areas.
Confined Space SS316(L) CCTV
Standard cameras are prone to damage in salt spray, corrosive or special operating conditions. SS316(L) high-grade stainless steel cameras are designed for confined and special environments, offering better corrosion resistance, explosion protection and durability for high-risk enclosed work. Suitable locations include: coastal wharves, container terminals, yacht clubs and floating platforms; sewage treatment plants, seawater pumping stations and water treatment works; chemical plants, electroplating workshops and waste incineration plants; vessels and offshore platforms; and temporary monitoring at coastal construction sites.
AI Mobile Intelligent Monitoring System
Combined with different AI video analytics algorithms, the system supports temporary or mobile intelligent monitoring, such as site safety, fire monitoring, people counting, face detection and matching, and vehicle and licence plate recognition. Common temporary applications include short-term site inspections, event safety monitoring, PPE / helmet detection on sites, exhibition crowd counting, temporary warehouses, road works and outdoor events. Equipment can use Wi-Fi / LTE / 5G wireless transmission, suitable for outdoor, remote or unpowered areas. Some units can also be paired with solar power or rechargeable batteries for outdoor use.
Thermal Imaging CCTV
Thermal imaging captures infrared radiation from objects and displays temperature distribution. It is used for temperature-related detection such as smoke, wildfires, dry vegetation fires and general fires, as well as night-time detection of animals and birds. Beyond fire and wildlife detection, it can also be applied to perimeter intrusion alerts in complete darkness, overheating fault warnings for electrical and industrial equipment, and leak detection in buildings or dams. It can be paired with visible-light cameras for real-time recording, covering both day and night.

Frequently Asked Questions
Is the 4S Smart Site Safety System only for government projects?
Not necessarily. Government and public works projects have clearer requirements, but private sites, confined space operations, wharves and high-risk locations can also adopt the relevant equipment according to safety needs.
Can mobile IPCAMs be used in locations without fixed power?
Yes. In addition to built-in batteries, equipment can be configured with solar power, portable batteries or site power, suitable for temporary and outdoor locations.
Must body-worn cameras be used for all site inspections?
From June 2026, the Development Bureau requires relevant frontline personnel on new public works contracts to be equipped with them. Other sites may choose to use them according to contract and internal safety management needs.
Can lifting-zone monitoring identify personnel not wearing safety equipment?
Yes. The system combines high-definition footage with AI analytics to identify personnel entering the lifting zone and not wearing safety equipment, and can trigger alerts and save critical clips.
Can thermal imaging cameras be used in complete darkness?
Yes. Thermal imaging relies on infrared radiation and can be used for perimeter intrusion, fire source and overheating alerts even without lighting.
